Reader-friendly version of the CAO for Dutch Universities

In collaboration with the trade unions, Dutch universities have developed a reader-friendly web version of the CAO (Collective Labour Agreement) as a supplement to the CAO. It sets out the most important employment conditions from the CAO in a clear and readable way. This version of the CAO is aimed especially at employees and managers, and its purpose is to improve the familiarity and accessibility of the CAO.

On the website you will find relevant information about all the key topics from the CAO: employment conditions, personal development, free time, health and safety at work, tenure and pensions. The reader-friendly CAO is also available in English. .

30% ruling for staff from abroad and the 150 kilometre limit

On 4 March 2016 the Supreme Court ruled that the 150 kilometre limit in the 30% ruling does not contravene European law. This means that the 30% ruling only applies if the employee has lived more than 150 kilometres from the Dutch border for more than two-thirds of the 24 months preceding the start of their employment.

Because of the 150 kilometre requirement, inhabitants of Belgium, Luxemburg and the German and French border regions are not eligible for the 30% ruling. However, the actual extraterritorial expenses can be refunded tax free. The discussion about the 150 kilometre limit has been running for a while.

The parties concerned argued that it limited the free flow of labour within the European Union. Both the European Court of Justice and the Supreme Court have decided this is not the case.
